This project partially funded
by the European Commission (5th framework programme) aims to analyse grid
connected photovoltaic power generators in different insular sites of European
countries like France home country (in partnership with TOTAL ENERGIE and
TRANSENERGIE), overseas Departments, Greece (in partnership with CRES) and Italy
(in partnership with LIFE).
Such action improves
inhabitants energy saving awareness with the help of an European Association
with the aim to manage and promote rational use of energy for a sustainable
development.
Such an European Association
and the PV applications to be remote controlled in many insular sites would help
to create a real European approach to the use of photovoltaic also by mean of on
interactive data communication network via Internet.
2/Approach:
In this respect two main tasks
are envisaged to carry out this project (began in June 2000) of analysing
photovoltaic power grid connected generators.
Setting an updated network through a
creation (or improvement) of an European association
The European association would
aim to :
raise confidence and increase awareness upon
the value of PV electricity
create a supportive environment within which
to encourage other means of energy savings by the building owners and users
(insulation, energy efficient appliances) linked to be PV applications
enable to obtain additional local subsidies,
using the skill synergy provided thanks to the various member profiles :
real estate offices, building investors, environment associations
provide an on-line data base on PV grid
connected system performance during their life time.
In order to fulfil its
commitment, and to provide a real European dimension to its communication role,
the association would develop and periodically up date a web site.
Establishment of an energy efficiency and
rational use of energy program with the photovoltaic generator, and
delivering of a Green Certificate
At home, the data logger would
offer a real time and cumulative display of the economy carried out thanks to
the PV production. Via Internet, the user would be able to visualise the pattern
of his daily consumption.
With the awareness created
thanks to the PV electricity generators, added to this personalised information,
it is assumed that energy consciousness will become concrete aspect.
As a matter of fact, and in
order to obtain the Green Certificate delivered by the Association, the
beneficiaries will have contractual commitment to respect.
3/Scientific
approach and relevance:
Data acquisition would take
place by mean of innovative Internet compatible data loggers developed during
the project (currently in development).
This Internet site would be
accessible at two levels, for two kinds of objectives :
A protected access for partners,
donors, users association, and electricity syndicates to gather and analyse the
data in order to study :
Technical aspects (improvement of
electricity; reliability, …) ;
Economical aspects (performances, cost
effectiveness and availability) ;
A free access for the public
from tourist facilities like hotel, sea resorts and any users via Internet, for
sociological and economical aspects like:
Increase of citizen awareness to the use of
photovoltaic energy;
Architectural acceptance ;
Follow up of the impact of the PV plant on
electricity bills ;
Rational use of energy ;
4/ Results/conclusion:
Within the framework of the
association, and thanks to data logger set up in each connected buildings and
applications, a new approach to a rational use of energy is proposed.
It would hence provoke a real
willingness of the island user to keep on reducing his electricity consumption,
not only by investing in loss consumption apparatus, but also by adapting his
behaviour.
